Government of Davao and the Department of Education signed a Memorandum of Agreement (MOA) last November 16, 2009 at OPAL Room, NEAP XI and LDC Building, Quirino Avenue, Davao City for the Library Hub at F. Bustamante Central Elementary School, one (1) unit 3-classroom building at Mahayag National High School and Science laboratory at Palma Gil Elementary School.

The MOA Signing was represented by the top ranking officials of the three agencies: Jaime Jose Y. Aboitiz (President of Davao Light); Honorable Rodrigo R. Duterte (Davao City Mayor); and Helen D. Paguican, Ph.D. (Davao City Schools Division Superintendent). This aims to improve quality education.

The MOA Signing was immediately followed with the ribbon cutting ceremony at Palma Gil Elementary School Laboratory for the final turnover of the Php 2,000.000M (2M) worth of Science laboratory building and PhP 250,000.000 thousand worth of equipment. The Laboratory building was named after the late president of Davao Light and Power Company Alfonso Y. Aboitiz.
